The main ceremonial building is situated as a solitaire owing to its distance from the Old Town Hall and stepping out into the square. The new structure separates the Church of St. Nicholas in another plan and creates a separate square for the church. The concept of the main ceremonial building is based on one large space on a rectangular floor plan with three embedded blocks. These blocks concealed under the external shell of the building are practically the core of the building. The spaces between the “boxes” situated at different floor levels and the outer shell of the building are used as traffic areas, in particular for staircases, elevators and a ramp which climbs through all levels with open access and ends in the lit walkway in the upper part of the building. The hall used for meetings of the city council situated in the upper parts of the structure is the most important part of the building in terms of the hierarchy of purposes the building serves. The remaining blocks are used as exhibition halls.
